Empowering the People!

Lorene Miner Kamalu’s life has led to full-time service for her fellow man. It is very meaningful and challenging work! She loves the work and prioritizes opportunities to support Davis County’s people and organizations over showy invitations.

Lorene shows up. She works hard, with devotion. She cares. It’s not unusual for her car to be one of the last in the parking lot at the end of the day.

It’s easy to observe that Mrs. Kamalu smiles readily and enjoys people! She makes time to meet, listen, and learn. Business, customer service, and leadership were Lorene’s foundation, which has translated well to public service.

Kamalu is known as a “straight shooter” with courage, integrity and wisdom. She feels strongly about local government: our cities and counties impact our lives the most. Each place is unique.

In the 2026 campaign, Commissioner Kamalu’s motto is “Empowering The People!” Correctly understanding how things work behooves each of us. “It is easy to criticize and complain; better to contribute and collaborate.” Spend time with her to learn all you want about local government and make a positive difference. Since being sworn into office in January 2019, Lorene has brought steady, experienced leadership to the Davis County Commission. She has been repeatedly entrusted by her colleagues to serve in key leadership roles—Vice Chair in 2019 and 2022, and Chair of the Board in 2020, 2023, and 2025—reflecting a strong record of collaboration and effective governance.

Why I'm Running

I am running for reelection as Commissioner to continue leadership and support to residents and businesses in Davis County. My family has called Davis County home for 30 years, including 4 years of active duty military service at Hill Air Force Base.

During 2025, I carefully considered what was best for Davis County as I pondered my public service career. By March, I knew it would not be in the best interest of the County government organization or the residents to have two open Commission seats in 2026. I knew then that I would run again.

For several years, it has been my privilege to frequent all 15 cities in our county, nonprofit organizations, businesses, and citizens to aid and assist as a full-time public servant.

What is still “in the works”?

  • 6 million in cuts now needed from the General Fund for ongoing operations because there were not at least 2 commissioners who would increase revenue to keep service levels where they were. Historic inflation of 32% eroded the cost of doing business since 2016, which was the last revenue increase for public safety, criminal justice, and other County functions required in State law.

  • Commissioner Kamalu is currently the liaison to the County Sheriff, Kelly Sparks. She works to support him, his team, and the entire criminal justice system so crucial to core good government and a safe community.

  • A new courthouse for Davis County has been and still is the top priority for the Administrative Office of the Courts.

  • The County continues to transition to a consolidated dispatch with one in Bountiful and one in Layton. There used to be four dispatch agencies. The Sheriff’s dispatch will transition to be served by Layton.
  • Work with Utah Association of Counties and State legislators to understand and reverse the sobering cost of unfunded local mandates and an unexpected tax shift from commercial to residential: rising property taxes in an already unaffordable housing market.

  • See the completion of years’ long projects which both started with feasibility studies to project the needs of residents with the Animal Care Facility (impacts public health and public safety) and the Davis County Library located in Bountiful for south end cities. Libraries are one of the great equalizers of society.

Priorities

Transparent Goverment

Ensure that commission meetings are transparent and accessible to the public. Commissioners Kamalu and Elliott initiated the live streaming and saving to our website in 2019.

Informed Constituents

Partner with the medical/behavioral health community and first responders to recover from the opioid epidemic, prevent suicide, advocate for mental illness understanding and treatment in our community.

Collaborative Country Leadership

Collaborate with citizens, Human Service agencies, Wasatch Front Regional Council, UDOT, and staff to strengthen and preserve the wonderful character of Davis County. I am the incumbent commissioner who does much Health, Human Services, and Criminal Justice work — with full-time effort and hours.

Get Involved! There are many ways to support good local government:

  • Vote and tell Davis County friends about Lorene.
  • Grass Roots All-Volunteer Signature Gathering of Republican affiliated voters to be on the primary election ballot. Lorene is looking for 100 volunteers to gather with her.
  • Become a Republican County delegate in your precinct, which is also a grassroots activity.
  • Contribute toward campaign expenses, which total thousands of dollars; any amount helps. Lorene’s donation goal is $200K!
  • Volunteer to help place signs and return them after the June primary election.

Donations on Lorene’s website will go directly into her campaign account with NO FEE TAKEN OUT.

  • $803 to cover the filing fee for Friday, January 2
  • $1080 to cover the campaign software used for 12 months
  • $750 for website redo (She did the websites herself for 4 campaigns; full integration will help moving forward.)
  • Every $200 will go toward sign updates (Lorene reuses previous signs as much as possible but some get damaged or go missing)
  • Every $500-$1000 will go toward one delegate mailer and at least one primary election mailer ($20,000+ expense)
  • All $50, $100, and $250 donations will be used for these main expenses.
  • Lorene’s all-time high donation in the past was $5000. Everything helps and adds up.
